Officer Nominations are Now Open
Nominations for the 2022 Chapter 24 Officers Election are now open. Any Chapter member in good standing may volunteer to run for one of four Officer positions; Chair, Vice Chair, Secretary, or Treasurer. Any member in good standing can nominate another member in good standing but the nominee must be aware of the nomination and agree to run.
The continued success of our Chapter depends entirely on the participation of our members. The ultimate way to participate is to serve the Chapter as one of its Officers. Officer duties are described in Article V of our By Laws as published on the web site. Please read them over and submit your nomination.
Nominations will remain open until the end of the Chapter's March 24th monthly meeting. The election will be held from April 1st until the close of the Chapter's April 27th meeting. On line voting is preferred, a paper ballot will be available for download from the Chapter web site. Election results will be announced ahead of the Chapter's May 26th meeting. Officer transition will take place at that meeting.

The SBE Chapter 24 meeting was called to order by Matt Mommaerts at 07:00pm on January 27th, 2022 via Zoom.
Approval of Minutes
Pete Deets made a motion to approve the secretary meeting minutes from 11/18/2021, seconded by Matt Mommaerts and approved as submitted.
Treasurer's Report
Mike Norton, as Chapter Treasurer, reports there were no financial transactions in January. The Chapter 24 checking account balance [remains in the black].
Chapter Newsletter Report
The deadline for articles for the February eNews letter is Tuesday February 1st at 5pm. Please forward any article of interest to Chapter members to Lcharles@sbe.org. New policy, when you send an article a reply of acknowledgement is attempted. If you don't get one you should follow up to make sure your article was received.
Membership Report
Matt Mommaerts reports there was one member transfer since our last meeting; Gary Trenda transferred from Chapter 80 (Fox Valley) to Chapter 24. And, unfortunately Dennis Baldridge passed away in December. Our membership total thus remains at 48.
Sustaining Member Chair Report
Mike Travis reports we have one renewal from Sound Devices. We have 11 sustaining members.
Program Committee Report
Matt Mommaerts reports we have programs through April. Leonard received one for May.
Nominations Committee Report
Leonard Charles and Kevin Ruppert report, the Chapter 24 Nominations Committee is up and running for 2022 which means nominations for the 2022 Chapter Officers are now being accepted. Any member in good standing can nominate another member in good standing with their knowledge.
Officer descriptions are in Article V of the Chapter By Laws on the web site.
Nominations are open until our March 24th meeting. The election will be held electronically April 1st through our April 27th meeting. The changeover to new officers happens at our May 26th Chapter meeting.
Kevin Ruppert and Leonard Charles are serving on this year's nominations committee. Please forward any nomination to either one of them and they'll take it from there.
Certification and Education
With certifications and education, Jim Hermanson reports the February 4th - 14th local test session deadline is closed. The next session is June 3rd - 13th, the deadline for this exam session is April 15th. The CertPreview program will be a download from sbe.org or you may choose to have the CD mailed to you. There is a webinar on February 17th at 1pm on "Staying Compliant: Lighting Considerations for Your Tower". Another one is on February 24th at 1pm on "Introduction to Successful Troubleshooting".
Frequency Coordination
Tom Smith, with frequency coordination, has nothing to report. 5G is coming out so start monitoring your satellite receivers.
SBE National News
The Michigan Association of Broadcasters will host an Ennes workshop on March 2nd. For more information click the Education tab at sbe.org.
The 2022 SBE Leadership Development Course is scheduled for August 3-5 in Atlanta, GA. Dr. Frank Pianki will conduct the course. Dr. Pianki is a professor of management at the Falls School of Business at Anderson University.
Email phishing scams continue with the @sbe.org email addresses. The SBE offers a sbe.org email forwarding address as a member benefit. It has been noticed that the attempts to lure users into scams have increased. If you have such an email address you likely have received messages asking the user to verify the account, or threaten to close the mailbox, or some other action. These messages are not from the SBE and should be deleted.
The need for mentors continues, especially Television, to support the successful SBE Technical Professional Training Program. If you are interested in becoming a mentor contact the SBE national office or go to the sbe.org website.

Some Amateur C-band Operations to Terminate
The release of the January 14th notice which announced the results of Auction 110 for the 3.45 - 3.55 GHz band triggered FCC rules adopted last year requiring that amateur radio operations between 3.45 and 3.5 GHz cease within 90 days of the public notice. April 14, 2022 is the date that amateur operations must cease. Secondary amateur radio operations will still be permitted indefinitely in the remainder of the C-band allocation from 3.30 - 3.45 GHz.
Virtual Ham Expo
What's become a regular March event, the next QSO Today Virtual Ham Expo will be held live from March 12-13, and then on demand for 30 days afterward. More than 60 speakers will deliver presentations on their subject areas. "There's content for everyone, whether a newly licensed ham looking for next steps to using that license or a 30+ year experienced ham looking for new projects," the QSO Today Virtual Ham Expo organizers promise.
Presentations will include "Core HF Communication Concepts: Fundamentals of Shortwave Propagation;" "Deep Dive of an FPGA DVB-S2 Implementation;" "Fun With the NanoVNA" (network analyzer), and "Helically Wound Vertical for 160 Meters". Virtual visitors may watch as many presentations as they want and return any time within 30 days to view speakers and presentations they may have missed as well as explore exhibitor offerings. This Virtual Ham Expo will debut new technology that, organizers say, will "further improve the live video interaction experience with exhibitors and fellow operators." Early bird tickets go on sale on February 1. Tickets are $10 through March 6.

EAS Rules Update
On November 23rd the FCC issued a notice of proposed rulemaking and notice of inquiry (FCC-21-125A1) concerning EAS. The proposed rulemaking centers on the increased use of the internet based CAP System and the matching of the EAS audio message and the visual message or crawl. By having the video and audio messages match those who are either only watching or listening get the same information. This will aid those who have sight or hearing disabilities to get the same information. The FCC is also asking that some test massages including national tests are pre scripted and loaded into the stations EAS system this will require software update. The inquiry part of the order asks for suggestions on improving the legacy broadcast system to carry visual and audio information correctly and require EAS Decoders to pull information from the CAP system as verification to the accuracy of information received by traditional over the air reception. The inquiry part of the notice asks how the legacy broadcast relay system could be improved to better transmit the data required as visual information. The driver for these changes is the expansion of EAS Warnings to more screens such as cell phones. The FCC would like to expand EAS Warnings to your computer screen or streaming device, such as a Roku or Fire stick. The notice was to be taken up at the December meeting of the commission, but no action was announced by the FCC.
Political Rules Updated
At the January meeting of the FCC, the Commission adopted new rules (FCC-22-5A1) defining the eligibility of write-in candidates to meet the lowest rate requirements and public file posting. The FCC is adding the use of social media and a campaign website as part of a bona fide campaign besides announcing as a candidate, having a campaign headquarters, giving speeches, raising money, advertising on other media, and other campaign activities. Under the new rules write-in candidates will have to be handled like any candidate who filed for election.

Each year, account balance permitting, Chapter 24 will reimburse half the application fee to any member of Chapter 24 in good standing who successfully obtains any SBE certification level not previously held by that member. Contact the SBE Chapter 24 chairperson or certification chairperson for more information.
When you are ready to take an SBE exam, note the open exam schedule, complete the appropriate application (found here... http://www.sbe.org/applications) and send it directly to the SBE National office (see address below) with the respective fee. You will be notified once your application is approved. Approximately 3 weeks before the exam time, your local certification chairman will receive a list of applicants and exams in his/her area and arrange for a proctor. He/she will then contact applicants to schedule a mutually agreeable date, time, and place for the exam(s) within the respective exam date window. This must be coordinated before the exam will be sent by SBE National. Completed exam(s) will be mailed back to SBE National for grading. Pass/fail results will be mailed directly to the applicants.
The majority of SBE certifications are open book and access to the Internet is allowed to give a more "real world" situation.

To apply for a specialist certification, an individual must currently hold certification on the Broadcast Engineer, Senior Broadcast Engineer, Professional Broadcast Engineer or Broadcast Networking Engineer Certification level. Exams must be completed within three hours and consist of 50 multiple-choice questions (two points each) and one essay question (20 points maximum). Examinees are provided one essay question to answer. Exams are pass/fail, and a score of 84 is a passing grade.
Next Generation of CertPreview
In 2021, the Ennes Educational Foundation Trust allocated funds to the Certification Committee to develop a new CertPreview program. The committee contracted the firm of Stevens and Stevens to create this program. Development work is underway, with an expected release date of late 2022. A primary difference is that CertPreview will be Web-based. A major advantage to this is that updates to the sample test questions can be made in real-time, as technology advances. Watch for more information this year on the rollout of the new CertPreview format.
